<p><span style="color: #0000ff;">Applied to naval warfare, this proposition suggests that the strategic value of a future unmanned carrier air wing will not be determined solely by aircraft range, payload, speed, stealth, or autonomy. It will depend upon the Navy’s capacity to coordinate the entire ecosystem through which information is collected, interpreted, transmitted, protected, negotiated, and transformed into legitimate strategic action.</span></p>
<h2><strong><span style="color: #0000ff;">Abstract</span></strong></h2>
<p class="isSelectedEnd"><span style="color: #0000ff;"><strong>The United States Navy</strong> </span>is exploring a new generation of carrier-based unmanned aircraft intended to provide affordable operational mass, increased range, autonomous functions, and multiple tactical capabilities. A July 2026 request for industry information reportedly identified a minimum strike-mission range of 1,000 nautical miles, alongside requirements involving carrier compatibility, dynamic tasking, threat avoidance, automated aerial refuelling, and integration with existing unmanned-aircraft control systems. The Navy also expressed interest in vertical-take-off platforms capable of operating from vessels other than aircraft carriers.</p>
<p class="isSelectedEnd"><strong><span style="color: #0000ff;">These requirements indicate</span></strong> that the future of carrier aviation is not centred upon a single drone design. It is moving toward a distributed family of manned and unmanned systems connected through digital, sensor, logistical, command, industrial, and alliance networks.</p>
<p class="isSelectedEnd"><span style="color: #0000ff;">This essay applies the <strong>Techne–Phronesis Negotiation Framework™ (TPNF)</strong> to evaluate this transformation. It argues that long-range unmanned carrier aviation must be approached as a complex adaptive ecosystem in which technological capability must be coordinated through practical wisdom, systems thinking, strategic negotiation, multilevel institutional collaboration, and networked strategic resilience.</span></p>
<p><span style="color: #800080;">The strategic question is therefore not simply whether the United States can build a carrier-based drone capable of operating at extended range. The deeper question is whether the Navy and its partners can construct, govern, protect, and continually adapt the multidimensional network required to employ such systems responsibly and effectively.</span></p>
<h2><strong><span style="color: #0000ff;">Introduction</span></strong></h2>
<p class="isSelectedEnd"><span style="color: #0000ff;">The aircraft carrier</span> has historically represented the concentration of military power at sea. Its strategic influence has rested not only upon the ship itself, but upon the carrier air wing, escorting vessels, logistics ships, submarines, intelligence systems, maintenance infrastructure, shore facilities, and alliance relationships that support its operations.</p>
<p class="isSelectedEnd"><span style="color: #0000ff;">Contemporary anti-access and area-denial capabilities</span> have complicated this model. Long-range missiles, submarines, cyber operations, electronic warfare, space-based surveillance, unmanned platforms, and distributed sensor networks can place both carriers and their supporting systems under increasing pressure. Consequently, the effective range, survivability, flexibility, and composition of the carrier air wing have become central questions in the future of maritime strategy.</p>
<p class="isSelectedEnd"><span style="color: #0000ff;">The Navy’s current interest in</span> carrier-based unmanned aircraft reflects this changing environment. Its request reportedly seeks affordable and risk-tolerant platforms for missions that may include strike operations, surveillance, electronic warfare, aerial refuelling, communications support, and other functions. The request also refers to autonomous carrier operations, dynamic retasking, threat evasion, and automated aerial refuelling.</p>
<p class="isSelectedEnd"><span style="color: #0000ff;">This initiative develops</span> upon earlier unmanned aviation programmes. The MQ-25A Stingray, for example, is intended primarily to provide carrier-based aerial refuelling and thereby extend the reach of the existing carrier air wing. The Navy has described it as its first operational carrier-based unmanned aircraft, while the Department of the Navy’s Unmanned Campaign Framework has positioned it as an initial step toward a more distributed future force.</p>
<p><span style="color: #0000ff;">The new requirement</span>, however, points toward a broader transformation. It suggests the emergence of tactical drone fleets rather than a single specialised unmanned aircraft. Such fleets may eventually combine different levels of cost, autonomy, survivability, payload capacity, range, and mission specialisation.</p>

It is a <strong>multilevel network ecosystem</strong> whose strategic performance emerges from relationships among platforms, personnel, institutions, technologies, allies, industries, legal frameworks, and operational environments.</span></p>
<h1><span style="color: #0000ff;"><strong>1. From Platform-Centric Warfare to Network-Centric Warfare</strong></span></h1>
<p class="isSelectedEnd"><span style="color: #0000ff;">Traditional discussions</span> of naval aviation often focus on individual platform characteristics: speed, range, payload, radar signature, manoeuvrability, and weapons capacity. These attributes remain important, but they are insufficient for understanding contemporary maritime warfare.</p>
<p class="isSelectedEnd"><span style="color: #ff0000;">A long-range unmanned aircraft cannot operate strategically in isolation. It depends upon networks that provide:</span></p>

<p><span style="color: #0000ff;">The Navy has explored such ideas for years.</span> Earlier descriptions of the Navy Unmanned Combat Air System envisioned a carrier-based, networked, high-performance unmanned system integrated with emerging global command-and-control architectures.</p>
<p class="isSelectedEnd"><span style="color: #0000ff;">The present concept</span> advances that trajectory. A future unmanned carrier air wing could operate as a distributed constellation of sensors, communications nodes, electronic-warfare platforms, refuelling aircraft, reconnaissance systems, decoys, and strike-capable platforms.</p>
<p class="isSelectedEnd"><span style="color: #0000ff;">This is the essence of <strong>network-centric warfare</strong>:</span> strategic advantage emerges from the capacity to connect dispersed capabilities, generate shared situational awareness, accelerate decision-making, and coordinate action across multiple domains.</p>
<p><span style="color: #800080;">However, connectivity also creates dependency. A networked force may become vulnerable if communications, satellite services, data architecture, software, or decision chains are disrupted. The expansion of technological capability must therefore be accompanied by an equivalent expansion of strategic resilience.</span></p>
<h1><strong><span style="color: #0000ff;">2. Techne: The Architecture of Extended Naval Capability</span></strong></h1>
<p class="isSelectedEnd"><span style="color: #0000ff;">Within the TPNF, <strong>Techne</strong> </span>refers to organised technical knowledge, practical expertise, design capability, and the disciplined ability to construct and operate complex systems.</p>
<p class="isSelectedEnd"><span style="color: #ff0000;">In the context of future carrier-based drone fleets, Techne includes considerably more than aircraft engineering. It encompasses:</span></p>

<p><span style="color: #0000ff;">The ambition to operate</span> at or beyond 1,000 nautical miles substantially increases the demands placed on this technical architecture. Extended distance affects fuel requirements, communications latency, mission endurance, navigation, maintenance cycles, payload trade-offs, refuelling requirements, command relationships, and recovery contingencies.</p>
<p class="isSelectedEnd"><span style="color: #0000ff;">The range requirement</span> must therefore not be understood as a single engineering measurement. It becomes a systems-design problem.</p>
<p class="isSelectedEnd"><span style="color: #0000ff;">The MQ-25 illustrates the systemic nature of extended reach.</span> Its principal mission is aerial refuelling, enabling other carrier aircraft to operate farther from the carrier while reducing the requirement to use combat aircraft as improvised tankers. GAO reporting has also emphasised that the programme is intended to expand carrier-air-wing reach, although it has encountered acquisition and schedule challenges.</p>

<h1><strong><span style="color: #0000ff;">3. Phronesis: Strategic Judgment in Autonomous Warfare</span></strong></h1>
<p class="isSelectedEnd"><span style="color: #0000ff;"><strong>Phronesis</strong> </span>is practical wisdom: the capacity to exercise sound judgment under conditions of uncertainty, competing values, incomplete information, and potentially irreversible consequences.</p>
<p class="isSelectedEnd"><span style="color: #0000ff;">As unmanned systems</span> gain autonomy, the importance of Phronesis increases rather than diminishes.</p>
<p class="isSelectedEnd"><span style="color: #0000ff;">Autonomy</span> can support navigation, carrier operations, threat avoidance, sensor management, formation coordination, refuelling, and dynamic mission adaptation. Nevertheless, technical capacity should not be confused with legitimate decision authority.</p>
<p class="isSelectedEnd"><span style="color: #ff0000;">Commanders and political leaders must still determine:</span></p>

<li><span style="color: #0000ff;">The acceptable level of escalation risk;</span></li>
<li><span style="color: #0000ff;">The reliability of intelligence;</span></li>

<li><span style="color: #0000ff;">The distinction between military necessity and technological opportunity;</span></li>
<li><span style="color: #0000ff;">The appropriate balance between human control and machine autonomy;</span></li>
<li><span style="color: #0000ff;">The political implications of losing or recovering an unmanned platform;</span></li>
<li><span style="color: #0000ff;">The risks of software error, manipulation, or misidentification;</span></li>
<li><span style="color: #0000ff;">The proportionality and legitimacy of force;</span></li>
<li><span style="color: #0000ff;">The long-term consequences for regional stability.</span></li>
</ul>
<p><span style="color: #0000ff;">The absence of a pilot onboard</span> may reduce immediate risk to military personnel, but it can also alter political perceptions of risk. Leaders may consider unmanned operations easier to authorise because no crew is directly exposed. Conversely, an adversary may interpret the deployment of large unmanned formations as preparation for a major strike.</p>
<p class="isSelectedEnd"><span style="color: #0000ff;">Phronesis</span> therefore requires decision-makers to evaluate not only what a system can do, but what it <strong>ought</strong> to do within a particular strategic context.</p>
<p><span style="color: #800080;">The <strong>TPNF</strong> rejects technological determinism. Technology expands the field of possible action, but practical wisdom must govern the selection of action.</span></p>
<h1><span style="color: #0000ff;"><strong>4. The 1,000-Nautical-Mile Requirement as a Systems Problem</strong></span></h1>
<p class="isSelectedEnd"><span style="color: #0000ff;">The attraction of extended range</span> is strategically understandable. Aircraft capable of operating farther from the carrier can increase geographical reach and potentially reduce the carrier’s exposure to some categories of threat.</p>
<p class="isSelectedEnd"><span style="color: #0000ff;">Yet distance</span> does not automatically create security.</p>
<p class="isSelectedEnd"><span style="color: #0000ff;">An aircraft operating 1,000 nautical miles</span> from its carrier may still depend upon vulnerable communications, tankers, satellites, forward sensors, regional access agreements, and maintenance infrastructure. Its mission effectiveness may also depend upon information supplied by forces belonging to another military service or allied state.</p>
<p class="isSelectedEnd"><span style="color: #ff0000;">Thus, the relevant question is not merely:</span></p>

<p><span style="color: #0000ff;">A nominal range figure</span> can become misleading when separated from payload, mission profile, fuel reserve, aerial refuelling, threat environment, and recovery requirements. “Range” may describe the total distance an aircraft can travel, while “combat radius” normally concerns the distance at which it can conduct a mission and return under defined conditions. The public reporting on the July 2026 request refers specifically to a minimum 1,000-nautical-mile range for strike missions; it should not automatically be treated as an identical 1,000-nautical-mile unrefuelled combat radius.</p>
<p class="isSelectedEnd"><strong><span style="color: #0000ff;">The TPNF</span></strong> therefore interprets the requirement as an ecosystem objective rather than a platform specification.</p>

<p class="isSelectedEnd"><span style="color: #0000ff;">Fourth,</span> it could enable commanders to tailor force packages to different missions rather than relying on a limited set of multi-role platforms.</p>
<p class="isSelectedEnd"><span style="color: #0000ff;">Nevertheless,</span> affordability must be assessed across the system’s full life cycle. A relatively inexpensive aircraft may still require costly software, secure communications, specialised maintenance, carrier modifications, training, weapons integration, data infrastructure, and supply-chain support.</p>
<p><span style="color: #800080;">Affordable mass is therefore not simply a procurement category. It is an ecosystem property.</span></p>
<h1><span style="color: #0000ff;"><strong>6. Complex Adaptive Systems and Adversarial Response</strong></span></h1>

<h1><strong>Απλά </strong><strong>drones</strong><strong> ή ένας καθημερινός πρακτικός τρόπος ζωής της διπλανής πόρτας; </strong></h1>

<p><strong>Η ασφάλεια των πτήσεων, το περιβάλλον, αλλά και το ενδεχόμενο κακόβουλης χρήσης των UAS εντός αστικού περιβάλλοντος, αποτελούν τις τρεις βασικές ανησυχίες της ευρωπαϊκής κοινής γνώμης και των εμπλεκόμενων φορέων, αναφορικά με την εισαγωγή και εδραίωση της χρήσης των μη επανδρωμένων εναέριων οχημάτων στο αστικό περιβάλλον των ευρωπαϊκών πόλεων.</strong></p>
<h3><strong>Η ευρωπαϊκή πραγματικότητα</strong></h3>
<p>Η Αστική Εναέρια Κινητικότητα (UAM) πέρα από το δραστικό πλαίσιο των τεχνολογικών ερευνών της NASA στις ΗΠΑ, αναμένεται να είναι μία πραγματικότητα για την Ευρώπη, μέσα στα επόμενα τρία ως πέντε χρόνια. Η πιθανότητα αυτή, είναι ρεαλιστική με δεδομένη την εξέλιξη των νέων τεχνολογιών, όπως, η ηλεκτρική προώθηση, αλλά και η αύξηση της χρονικής διάρκειας των μπαταριών ηλεκτρικής χρήσης που εντάσσονται στα εξελιγμένα συστήματα drones κάθετης από-προσγείωσης (eVTOL).</p>
<p>Οι πρώτες δραστηριότητες εμπορικής χρήσης των UAS αναμένεται ότι θα έχουν να κάνουν με τις παραδόσεις αγαθών-εμπορευμάτων, αλλά και με τη μεταφορά επιβατών, σε αρχικό στάδιο με την εποπτεία χειριστή-πιλότου σε ορισμένες περιπτώσεις και την παρουσία του στο cockpit του εναέριου οχήματος. Αργότερα, η παρουσία του πιλότου θα αντικατασταθεί από τον -εξ αποστάσεως- χειρισμό όλης της διαδικασίας πτήσης, καθώς και της κάθετης από-προσγείωσης, ενώ μελλοντικά διακρίνεται και η αυτόνομη πτήση των αναφερόμενων τεχνολογικά εξελιγμένων ιπτάμενων μηχανών.</p>
<p>Αρκετά πιλοτικά προγράμματα βρίσκονται σε εξέλιξη, ενώ αρκετοί είναι και οι Ευρωπαίοι κατασκευαστές που έχουν καταθέσει αίτηση για πιστοποίηση των εναέριων μη επανδρωμένων συστημάτων τους, συμπεριλαμβανομένων και οχημάτων με την παρουσία πιλότου για τη μεταφορά επιβατών. Η Ευρωπαϊκή Υπηρεσία Ασφάλειας της Αεροπορίας (EASA) συνεργάζεται μαζί τους προκειμένου να λάβουν σχετικά πιστοποιητικά πλοϊμότητας για τα εναέρια οχήματά τους.</p>
<p>Η Ευρωπαϊκή Ένωση γενικότερα και η EASA ειδικότερα, έχουν ένα πρωταγωνιστικό ρόλο να παίξουν στη δρομολόγηση σημαντικών εξελίξεων για το θεσμικό πλαίσιο, τη λειτουργία και τις προσφερόμενες υπηρεσίες από την αναπτυσσόμενη ηλεκτρική αεροπορία των drones, <strong>μέσω της παροχής των κατάλληλων οδηγιών προς την ευρωπαϊκή βιομηχανία, ώστε αυτή να έχει ένα σημαντικό ρόλο στις μεταρρυθμιστικές-τεχνολογικές εξελίξεις εμπορικής εκμετάλλευσης των </strong><strong>drones</strong><strong> σε παγκόσμιο επίπεδο.</strong></p>

<h2><strong>Ο ρόλος της αποδοχής και της εμπιστοσύνης</strong></h2>
<p>Η αποδοχή των Ευρωπαίων πολιτών, αλλά και η εμπιστοσύνη των μελλοντικών φορέων και χρηστών της UAM θα έχουν σημαντικό ρόλο για την επιτυχή ανάπτυξη του περιβάλλοντος της εναέριας κινητικότητας πάνω από αστικά κέντρα στην Ευρώπη. Στο πλαίσιο αυτό, η EASA προχώρησε σε μία συνολική μελέτη για το βαθμό της κοινωνικής αποδοχής που έχει η οργάνωση του νέου εναέριου αστικού περιβάλλοντος για τη διευκόλυνση της εμπορικής χρήσης των drones, στην αστική καθημερινότητα των ευρωπαϊκών πόλεων, προκειμένου τα συμπεράσματα της έρευνας αυτής, να αποτελέσουν έναν οδηγό για το πλαίσιο δράσης της ΕΕ στο συγκεκριμένο τομέα.</p>
<p>Η αναφερόμενη έρευνα πραγματοποιήθηκε σε συνεργασία με την εταιρία επιχειρηματικών συμβούλων McKinsey &amp; Company και του διαδικτυακού εργαλείου σχεδιασμού υποδομών Arup Sound Lab, μεταξύ του Νοεμβρίου του 2020 και του Απριλίου του 2021.</p>
<p>Η αναφερόμενη μελέτη εξελίχθηκε μέσω πρακτικής έρευνας, επεξεργασίας της διαθέσιμης βιβλιογραφίας, ανάλυσης των ιδιαιτεροτήτων των τοπικών αγορών, ερωτηματολογίων και συνεντεύξεων. Στο επίκεντρο του ενδιαφέροντος των αναλυτών βρέθηκαν οι συμπεριφορές, οι προσδοκίες και οι ανησυχίες των Ευρωπαίων πολιτών με κεντρικό σημείο αναφοράς την UAM, ενώ η έρευνα απέδωσε σημαντικές διαστάσεις για το αναφερόμενο εγχείρημα, οι οποίες, <strong>θα βοηθήσουν την </strong><strong>EASA</strong><strong> να προετοιμαστεί για τη μελλοντική κατάρτιση των κανονισμών και του ρυθμιστικού πλαισίου, που θα διέπει τη λειτουργία της αεροπορίας των μη επανδρωμένων εναέριων οχημάτων, στην Ευρώπη.</strong></p>
<h3><strong>Σημεία ενδιαφέροντος</strong></h3>
<p><strong>1.-Θετική αρχική αντίδραση για την </strong><strong>UAM</strong><strong> σε ολόκληρη την ΕΕ: </strong>Ποσοστό 83% των ερωτηθέντων εκφράζονται (αρχικά) θετικά για την UAM. Ποσοστά 64% και 49% είναι έτοιμοι να έχουν μία εμπειρία δοκιμής των drones και εναέριων οχημάτων αεροταξί. Οι απαντήσεις ήταν ομοιογενείς και χωρίς μεγάλες αποκλείσεις μεταξύ πόλεων και διαφορετικών κοινωνικών ομάδων.</p>
<p><strong>2.-Δυναμική υποστήριξη σε χρήσεις που παράγουν αξία για όλους: </strong>Οι χρήσεις έκτακτης ανάγκης ή οι αερομεταφορές ιατρικών περιστατικών συγκέντρωσαν το μεγαλύτερο ποσοστό του ενδιαφέροντος της κοινής γνώμης, με το επίκεντρο του δημόσιου ενδιαφέροντος σε τρεις περιπτώσεις. Το 41% των συμμετεχόντων ήταν υπέρ της μεταφοράς ενός τραυματισμένου ατόμου στο νοσοκομείο. Επίσης, το 41% υποστήριξε τον ανεφοδιασμό των νοσοκομείων από drones για τρόφιμα και ιατρικό εξοπλισμό, ενώ το 36% τάχθηκε υπέρ της επείγουσας χρήσης από ιατρικό προσωπικό έκτακτης ανάγκης.</p>
<p><strong>3.-Τα τρία αναμενόμενα πλεονεκτήματα: Ταχύτερη, καθαρότερη και διευρυμένη συνδεσιμότητα. </strong>Το 71% τάχθηκε υπέρ της βελτίωσης του χρόνου αντίδρασης σε περιπτώσεις έκτακτης ανάγκης. Το 51% υπέρ της μείωσης της κυκλοφοριακής συμφόρησης στους δρόμους. Το 48% υπέρ της μείωσης των εκπομπών βλαβερών αερίων σε τοπικό επίπεδο, ενώ 41% υπέρ του θετικού ρόλου που θα έχει η εναέρια αστική κυκλοφορία των μη επανδρωμένων οχημάτων για την ανάπτυξη αστικών περιοχών.</p>
<p><strong>4.-Οι τρεις σοβαρότερες ανησυχίες: Ασφάλεια πτήσεων, περιβάλλον-θόρυβος και ασφάλεια έναντι πιθανών κακόβουλων απειλών. </strong>Ποσοστό 44% των ερωτηθέντων ανησυχεί για την ασφάλεια των πτήσεων, το 39% για την ύπαρξη άλλων κινδύνων π.χ. κακόβουλη χρήση των εναέριων μη επανδρωμένων οχημάτων. Ποσοστό 35% εκφράζει ανησυχίες για περιβάλλον. Η ποσοστιαία ανάλυσης της ανησυχίας της κοινής γνώμης για τη χρήση μη επανδρωμένων εναέριων οχημάτων στην προσφορά υπηρεσιών αεροταξί έχει ως εξής: Ποσοστό 38% ανησυχεί για το περιβάλλον. Ποσοστό επίσης, 38% ανησυχεί για το θόρυβο. Ποσοστό 37% ανησυχεί για την ασφάλεια των πτήσεων και ποσοστό 29% για την ασφάλεια έναντι άλλων απειλών επιβλαβούς χρήσης.</p>
<p><strong>5.-Ασφάλεια πτήσεων: Το σημείο αναφοράς, αναλύεται στα επίπεδα ασφάλειας πτήσεων που εφαρμόζονται σήμερα. </strong>Οι πολίτες σε ευρωπαϊκό επίπεδο εκτιμούν οι κανόνες ασφαλείας πτήσεων για την εναέρια αστική κινητικότητα όταν θα εφαρμοστούν θα έχουν την ίδια αποτελεσματικότητα με τους κανόνες που ισχύουν και εφαρμόζονται σήμερα από την πολιτική αεροπορία, ενώ οι ανησυχίες που εκφράζονται γίνονται περισσότερες, όσο μεγαλώνει η ηλικία των συμμετεχόντων.</p>
<p><strong>6.-Προτεραιότητα αποτελεί η προστασία της άγριας ζωής για το περιβάλλον: </strong>Οι περισσότερες ανησυχίες εκφράζονται για τις αρνητικές επιπτώσεις στα ζώα σε ποσοστό 62% για τα drones, 56% για τα αεροταξί. Για την ηχορύπανση ποσοστό 52% για τα drones και 53% για τις υπηρεσίες αεροταξί. Ποσοστό 43% για τα drones και 42% για τις υπηρεσίες αεροταξί, αναφορικά με επιπτώσεις στο περιβάλλον και στην κλιματική αλλαγή και κυρίως με αρνητικά επακόλουθα που σχετίζονται με τα απόβλητα παραγωγής των μη επανδρωμένων εναέριων οχημάτων, αλλά και για τη διαχείριση των μπαταριών που αυτά θα χρησιμοποιούν για τις ενεργειακές ανάγκες της λειτουργίας τους.</p>
<p><strong>7.-Ο θόρυβος είναι αποδεκτός στο επίπεδο του θορύβου της πόλης, με το οποίο είναι εξοικειωμένος ο αστικός πληθυσμός: </strong>Το ποσοστό της ενόχλησης από το θόρυβο είναι διαφορετικό, ανάλογα με το βαθμό εξοικείωσης που υπάρχει με το συγκεκριμένο είδος θορύβου. Οι θόρυβοι που μοιάζουν με αυτούς της πόλης, γίνονται περισσότερο αποδεκτοί και μερικά επίπεδα decibel είναι περισσότερο αποδεκτά από τους ερωτηθέντες.</p>
<p><strong>8.-Η ανάγκη καλλιέργειας αξιοπιστίας και εμπιστοσύνης στους πολίτες: </strong>Το ποσοστό του αισθήματος ασφάλειας αναφορικά με ζητήματα κυβερνοασφάλειας στο πλαίσιο της UAM και της τεχνολογίας που θα εγγυάται την ασφαλή και λειτουργική χρήση των μη επανδρωμένων εναέριων οχημάτων, είναι λίγο μεγαλύτερο από το 50%. Ποσοστό 50% των ερωτηθέντων θα εμπιστεύονταν σε μεγαλύτερο ποσοστό το πλαίσιο ασφαλούς λειτουργίας της UAM, αν οι κανονισμοί ασφάλειας και κυβερνοασφάλειας ήταν προϊόν της κοινής συνεργασίας όλων των ευρωπαϊκών αρχών.</p>
<p><strong>9.-Η ενσωμάτωση των εδαφικών υποδομών πρέπει να είναι θετική και αποτελεσματική: </strong>Τα πεδία κάθετης από-προσγείωσης των ηλεκτρικών εναέριων οχημάτων eVTOL θα πρέπει να ενσωματωθούν στα τοπικά δίκτυα της κινητής τηλεφωνίας. Η παράδοση αγαθών κοντά στα σπίτια (π.χ. στον κήπο) είναι αποδεκτή σε ποσοστό 68%, ενώ σε κάποιο σταθμό προσγείωσης που θα βρίσκεται εντός της γειτονιάς είναι αποδεκτή σε ποσοστό 67%. Ποσοστό 48% των ερωτηθέντων εκφράζει την ανησυχία του για το επίπεδο του θορύβου, ενώ ποσοστό 41% ανησυχεί για το γενικότερο επίπεδο ασφαλούς χρήσης των μη επανδρωμένων οχημάτων εντός του πλαισίου της UAM. Παράλληλα, εκφράζονται ανησυχίες και για το επίπεδο ορατού εντοπισμού των μη επανδρωμένων οχημάτων σε αστικό περιβάλλον, αναφορικά με την αποφυγή διαφόρων συμβάντων ή ατυχημάτων που σχετίζονται με την αλληλεπίδρασή τους με τον άνθρωπο.</p>
<p><strong>10.-Οι ρυθμιστικές αρχές θα πρέπει να συνεργαστούν σε όλα τα επίπεδα: </strong>Το επίπεδο αξιοπιστίας και εμπιστοσύνης των πολιτών αυξάνεται, όπου υπάρχει συνεργασία των ευρωπαϊκών αρχών σε κοινό, περιφερειακό, εθνικό και ευρωπαϊκό επίπεδο, αναφορικά με ζητήματα που προκύπτουν από την ασφαλή εφαρμογή της UAM. Παράλληλα, οι συμμετέχοντες στην έρευνα εξέφρασαν την άποψη ότι η συμμετοχή των τοπικών αρχών θα είναι σημαντική στη διαμόρφωση των σχετικών κανονισμών, ώστε να ληφθούν υπόψη τοπικές γεωγραφικές, αστικές ή άλλου τύπου ιδιαιτερότητες που σχετίζονται με το συνολικό πλαίσιο λειτουργικής εφαρμογής και πτητικής απόδοσης έργου της UAM.</p>
<p>H EASA προσανατολίζεται στη διαμόρφωση ενός συνολικού περιβάλλοντος κανονισμών που θα διέπουν τη θεσμοθέτηση, αλλά και τη λειτουργική χρήση της UAM ως προς την ενσωμάτωση της αεροπορίας των drones στον εναέριο χώρο της γενικής αεροπορίας, αλλά και της αεροπορίας των εμπορικών και επιβατικών πτήσεων. Παράλληλα, στην Ευρώπη έχουν αρχίσει να αναπτύσσονται προγράμματα και υποδομές πτήσεων στη λογική vertiport.</p>

<h3><strong>eVTOL</strong><strong>&#8211; </strong><strong>OEM</strong><strong>: Πιλοτικά προγράμματα</strong></h3>
<p>Κατά τη χρονιά που διανύουμε, η αγορά της UAM βρίσκεται ακόμη στο αρχικό της στάδιο, επιδεικνύοντας μία ουσιαστική δυναμική ανάπτυξης. Αρκετές νέες εταιρίες σύγχρονου τεχνολογικού προσανατολισμού (start-ups) αλλά και εταιρίες της συμβατικής αεροπορίας προσανατολίζουν πλέον το πλαίσιο της δράσης τους προς τα μη επανδρωμένα εναέρια οχήματα και τις δυνατότητες προσφοράς υπηρεσιών που θα εξασφαλίζει η πλήρης λειτουργική υιοθέτηση της UAM. Ειδικότερα, οι τομείς eVTOL και (Original Equipment Manufacturer -OEM) αναφορικά με την παραγωγή των εξαρτημάτων που χρησιμοποιούνται για την παραγωγή των μη επανδρωμένων οχημάτων εξελίσσονται ραγδαία, προκειμένου να είναι σε θέση να καλύψουν τις απαιτήσεις της αγοράς στον ορίζοντας της τριετίας ή της πενταετίας.</p>
<p>Είναι χαρακτηριστικό να αναφερθεί ότι περισσότερες από 200 σχεδιαστικά πρότυπα και ιδέες eVTOL, με το επίκεντρο του ενδιαφέροντος να εντοπίζεται σε όλο το φάσμα των δυνατοτήτων που εξασφαλίζει η ηλεκτρική κάθετη απογείωση μη επανδρωμένων οχημάτων, διερευνώνται επιστημονικά και αναπτύσσονται τεχνολογικά σε παγκόσμιο επίπεδο.</p>
<p>Στην Ευρώπη δραστηριοποιούνται επιχειρήσεις ΟΕΜ, όπως, η Volocopter, η Airbus, η Lilium, η Ascendance και η Pipistrel, που βρίσκονται σε προχωρημένο στάδιο αξιολόγησης διάφορων πιστοποιήσεων για τα συστήματα που παράγουν, αλλά και τις εταιρικές κοινοπρακτικές συνεργασίες που δρομολογούν, ενώ περιοχές πιλοτικής δράσης έχουν οργανωθεί για την υλοποίηση σχετικών προγραμμάτων στη Φρανκφούρτη, στην Κολονία, στο Ντίσελντορφ, στο Ίνγκολσταντ (Βαυαρία) στο Παρίσι, στη Λινζ (Αυστρία) και στο Ελσίνκι (Φινλανδία).</p>
<h3><strong>Πρωτότυπα αεροσκάφη </strong><strong>eVTOL</strong></h3>
<p>Σε γενικές γραμμές, τα σχεδιαστικά πρότυπα των αεροσκαφών κάθετης απογείωσης (VTOL) σε αστικό περιβάλλον UAM ταξινομούνται σε τρία αρχέτυπα πρωτοτύπων πτητικών δοκιμών:</p>
<p><strong>α.- </strong><strong>Vectored</strong> <strong>Thrust</strong><strong>:</strong> Τα εναέρια οχήματα αυτού του τύπου έχουν δυνατότητες ανύψωσης φορτίου και πτήσης από ένα σημείο σε ένα άλλο (lift &amp; cruise). Μπορούν επίσης να πραγματοποιήσουν αιώρηση, ενώ η ανυψωτική τους ικανότητα και η ικανότητα πτήσης παράγεται από τη χρήση πτερύγων, αυξάνοντας τη λειτουργική τους χρήση, με υψηλές σχετικά ταχύτητες πτήσης. Ένα τέτοιο αεροσκάφος που μπορεί να χρησιμοποιηθεί για την προσφορά υπηρεσιών αεροταξί σε περιβάλλον UAM είναι το eVTOL SA1 της Hyundai, η οποία συνεργάζεται με την πρωτοβουλία UAM, Elevate της Uber.</p>
<p><strong>β.- </strong><strong>Lift</strong><strong> + </strong><strong>Cruise</strong><strong>: </strong>Παραγωγή ισχύος από ανεξάρτητους ηλεκτροκινητήρες που χρησιμοποιούνται μέσω κατάλληλων διατάξεων αλλαγής της φοράς λειτουργίας τους, τόσο για την κάθετη απογείωση, όσο και για την ευθεία και οριζόντια πτήση. Ο ανεξάρτητος χαρακτήρας της λειτουργίας των κινητήρων, όπως και αυξημένος αριθμός τους, με την ισορροπημένη –σχεδιαστικά- κατανομή της παραγόμενης ώσης,  αυξάνουν τα επίπεδα της πτητικής ασφάλειας. Παράλληλα, ο σχεδιασμός των πτερύγων επιτρέπει την αύξηση της ταχύτητας στην διάρκεια της πτήσης. Το εναέριο όχημα Wisk Cora που αναπτύχθηκε αρχικά από την Kitty Hawk Corporation και στη συνέχεια, από την Wisk Aero LLC και την Boeing NeXt είναι ένα χαρακτηριστικό παράδειγμα της κατηγορίας αυτής.</p>
<p><strong>γ.- </strong><strong>Wingless (Multicopter): </strong>Πρόκειται για εναέρια οχήματα σταθερής διάταξης ανεξάρτητων σταθερών στροφείων ηλεκτροκινητήρων, ο αριθμός των οποίων και ο απλός τρόπος της λειτουργίας τους, αυξάνει την ασφάλεια των πτήσεων, αλλά και τις διαθέσιμες επιλογές αντιμετώπισης καταστάσεων ανάγκης που ενδέχεται να προκύψουν κατά τη χρήση.</p>
<p>Ο τύπος αυτός, των εναέριων οχημάτων μοιάζει με τα ελικόπτερα, αλλά το ακουστικό αποτύπωμά του είναι ουσιαστικά πιο χαμηλό. Παράλληλα, τα επίπεδα της τεχνικής συντήρησης είναι μειωμένα και πιο απλουστευμένα, με δεδομένες τις επιλογές που υπάρχουν από τη σχεδίαση του αεροσκάφους, αλλά και τον αυτόνομο τρόπο λειτουργίας των ηλεκτροκινητήρων του. Ένα χαρακτηριστικό παράδειγμα της κατηγορίας αυτής, είναι το διθέσιο ηλεκτρικό εναέριο όχημα σταθερού στροφείου πολλαπλών ηλεκτροκινητήρων Volocopter 2X που σχεδιάστηκε και κατασκευάστηκε από τη Volocopter GmbH της Bruchsal, και παρουσιάστηκε για πρώτη φορά στο airshow του AERO Friedrichshafen το 2017.</p>

<h3><strong>Υποδομές </strong><strong>Vertiports</strong></h3>
<p>Η λειτουργική χρήση του πλαισίου UAM σε αστικό περιβάλλον αναλύεται στην οργάνωση υποδομών κάθετης απογείωσης (Vertiports) όπως επίσης και χώρων τεχνικής υποστήριξης και εξυπηρέτησης της συντήρησης των μη επανδρωμένων οχημάτων, αλλά και της απαραίτητης ενεργειακής φόρτισης των μπαταριών τους. Οι υποδομές αυτές θα είναι προσαρμοσμένες στο μέγεθος των εναέριων οχημάτων που χρησιμοποιούνται κατά περίπτωση, ανάλογα με το πληθυσμιακό μέγεθος των αστικών κέντρων ή ακόμη και των περιφερειακών και αγροτικών περιοχών που θα εξυπηρετούν. Η ευκολία πρόσβασης στους χώρους εξυπηρέτησης των επιβατών, παράλληλα με την εύκολη πρόσβαση στις υποδομές ενεργειακής φόρτισης των μπαταριών του αεροσκάφους θα είναι δύο σημαντικά κριτήρια για την κατασκευή-οργάνωση του εκάστοτε δικτύου των παραπάνω υποδομών, συνδυασμό με το φθηνό οικονομικό κόστος σε σύγκριση με τους συμβατικούς τρόπους μετακίνησης. <strong>Οι μεταφορές αγαθών-εμπορευμάτων και οι μετακινήσεις ανθρώπων αποτελούν μόνο μία διάσταση της εξέλιξης των μη επανδρωμένων εναέριων οχημάτων στην κοινωνική τους διάσταση, ενώ το πλαίσιο της χρήσης τους διευρύνεται συνεχώς, σχεδόν σε όλο το φάσμα της ανθρώπινης, επιστημονικής, οικονομικής εμπορικής και κοινωνικής δραστηριότητας.</strong></p>
<h3><strong>UAM</strong><strong>: Κοινωνικά οφέλη</strong></h3>
<p><strong>-Το οικονομικό μέγεθος </strong>της αγοράς UAM στην Ευρώπη, συμπεριλαμβανομένου και του σταδίου της έρευνας και ανάπτυξης (R&amp;D), της (βιομηχανικής) παραγωγής των εναέριων οχημάτων-α/φων, αλλά και της κατασκευής των απαραίτητων υποδομών χρήσης αναμένεται να φτάσει στα 4,2 δισεκατομμύρια ευρώ, μέχρι το 2030, σύμφωνα με την εκτίμηση του κέντρου : McKinsey Center for Future Mobility (UAM Market Model).</p>
<p><strong>-Η εκτίμηση για το εύρος</strong> του μεγέθους της αγοράς UAM έχει ως σημείο αναφοράς τη δημιουργία αλλά και τη διατήρηση περίπου 90.000 θέσεων εργασίας στον ευρωπαϊκό χώρο, μέχρι το 2030.</p>
<p><strong>-Οι τοπικές εκπομπές βλαβερών ρύπων </strong>στο λειτουργικό πλαίσιο εφαρμογής της UAM σε αστικό περιβάλλον θα είναι σχεδόν μηδενικές, μέσω της αποκλειστικής χρήσης συστημάτων κινητήρων ηλεκτρικής προώθησης.</p>
<p><strong>-Η εξοικονόμηση χρόνου </strong>θα είναι ένα από τα σημαντικά οφέλη για τους χρήσεων των προσφερόμενων μέσων μετακίνησης σε αστικό περιβάλλον UAM. Είναι χαρακτηριστικό να αναφερθεί ότι η μετακίνηση από την πόλη του Παρισιού προς το αεροδρόμιο της, θα γίνεται από δύο έως τέσσερις φορές ταχύτερα σε περιβάλλον UAM με εναέριο όχημα π.χ. κατά τις ώρες αιχμής ένα βράδυ της Τρίτης.</p>
<p><strong>-Η μεταφορά ιατρικού εξοπλισμού </strong>ή ανθρώπινων οργάνων που προορίζονται για μεταμόσχευση μπορεί να γίνεται ταχύτερα σε ποσοστό 73% από ένα UAS σε σύγκριση με το χρόνο που απαιτεί για την κίνησή του ένα ασθενοφόρο, με δεδομένο το παράδειγμα μετακίνησης π.χ. στο Βερολίνο ένα βράδυ της Τρίτης, κατά τις ώρες αιχμής.</p>
<p><strong>-Οι σχετικές στατιστικές μελέτες </strong>δείχνουν ότι αν η μετακίνηση επιβατών σε πλαίσιο UAM επιτύχει το ίδιο επίπεδο ασφάλειας πτήσεων με αυτό που είχε η αεροπορία επιβατικής διακίνησης στην ΕΕ το 2018 (0,01 νεκροί ανά ένα δισεκατομμύριο χιλιομέτρων διακίνησης επιβατών) <strong>τότε, θα είναι περίπου 1.500 φορές ασφαλέστερη επί τη βάσει μέτρησης επιβάτη ανά χιλιόμετρο, σε σύγκριση με την ασφάλεια της μετακίνησης στο οδικό δίκτυο.</strong></p>

<p><strong>Η ενσωμάτωση της αεροπορίας των </strong><strong>drones</strong><strong> στη λειτουργική διαχείριση του εναέριου χώρου μαζί με τις πτήσεις της γενικής και εμπορικής αεροπορίας αποτελεί την πιο σημαντική πρόκληση με την οποία βρίσκεται αντιμέτωπη η </strong><strong>NASA</strong><strong>, διευρύνοντας τη συνεργασία της με την </strong><strong>FAA</strong><strong>. Οι πτήσεις των μη επανδρωμένων εναέριων οχημάτων πάνω από αστικό περιβάλλον καθιστούν πιο πολύπλοκη την κατάσταση, για την εδραίωση των πολλαπλών χρήσεων των </strong><strong>drones</strong><strong>.</strong></p>
<h3><strong>Οι εξελίξεις σε ΗΠΑ και ΕΕ</strong></h3>
<p>Η ανάλυση αυτή στις τεχνολογικές εξελίξεις των μη επανδρωμένων εναέριων οχημάτων (UAS) είναι προσανατολισμένη στις πολιτικές χρήσεις αστικού περιβάλλοντος εντός του προπαρασκευαστικού χρονικού σταδίου της διετίας 2021-2022, όπου για την Ευρώπη αναμένονται εξελίξεις μετά την 31<sup>η</sup> Δεκεμβρίου 2021, αναφορικά με την αναπροσαρμογή της σχετικής νομοθεσίας. Για τις ΗΠΑ κατά τη χρονιά που διανύουμε, έχουν δρομολογηθεί σημαντικές νομοθετικές πρωτοβουλίες από το Κογκρέσο, ενώ το έτος 2022 θα υπάρξουν εξελίξεις σε τεχνολογικό-πειραματικό επίπεδο.</p>
<p>Υπό τη λογική λοιπόν αυτών εξελίξεων στο πρώτο μέρος της ανάλυσης, παρουσιάζονται και αναλύονται οι τεχνολογικές διαστάσεις του πλαισίου της εναέριας αστικής κινητικότητας (UAM) και της εξελιγμένης αστικής κινητικότητας (AAM) στις ΗΠΑ με τον πρωταγωνιστικό ρόλο της NASA.</p>
<p>Στο δεύτερο μέρος της ανάλυσης, παρουσιάζονται οι εξελίξεις στο πλαίσιο της ΕΕ, με σαφές κοινωνικό πρόσημο και με έμφαση στην άποψη των Ευρωπαίων πολιτών για την εξέλιξη της τεχνολογίας, την οργάνωση και την χρήση των UAS σε αστικό περιβάλλον, αλλά και τις πρωτοβουλίες της αρμόδιας ευρωπαϊκής υπηρεσίας (EASA) για την κατάρτιση ενός ενιαίου ευρωπαϊκού πλαισίου κανονισμών. <strong>Το πρώτο μέρος δίνει έμφαση στην τεχνολογική εξέλιξη, ενώ το δεύτερο μέρος στην κοινωνική διάσταση της νέας εναέριας πραγματικότητας αστικού τύπου, καταγράφοντας τις εξελίξεις σε μία συνολική προσέγγιση από την επιστημονική πλευρά (τεχνολογία), αλλά και τον άνθρωπο-χρήσ</strong><strong>t</strong><strong>η, εντός της κοινωνίας των πολιτών.</strong></p>
<h3><strong>Grand</strong> <strong>Challenge</strong><strong>:</strong> <strong>Αστική Εναέρια Κινητικότητα</strong></h3>
<p>Η Εθνική Υπηρεσία Αεροδιαστήματος των ΗΠΑ (NASA) έχει προχωρήσει στην υπογραφή συμφωνιών με 17 εταιρίες από τον τομέα της αεροπορικής βιομηχανίας, ώστε να προωθήσει τα σχέδια της για τις πρώτες, από μια σειρά επίδειξης νέων τεχνολογιών στο πλαίσιο του Grand Challenge που διοργανώνει σε παναμερικανικό επίπεδο για το τεχνολογικό concept διαμόρφωσης του ζωτικού τμήματος του νέου εναέριου χώρου που είναι γνωστό, ως Αστική Εναέρια Κινητικότητα (Urban Air Mobility –UAM). <strong>Στη γενική μορφή του, το </strong><strong>concept</strong><strong> αυτό αναλύεται στην ενσωμάτωση της λεγόμενης «αεροπορίας των </strong><strong>drones</strong><strong>» στο λειτουργικό χώρο που ήδη υπάρχει για τις επανδρωμένες πτήσεις των εμπορικών αεροσκαφών της πολιτικής αεροπορίας, αλλά και τις πτήσεις της γενικής αεροπορίας, όπως επίσης και την κατάλληλη διαχείριση στην κεντρική διάσταση της ασφάλειας των πτήσεων, από την Πολεμική Αεροπορία των ΗΠΑ (</strong><strong>USAF</strong><strong>) χωρίς να επηρεάζεται το πλαίσιο δράσης της, αλλά αντίθετα, να επωφελείται από τα θετικά επιχειρησιακά χαρακτηριστικά των μη επανδρωμένων πτήσεων με τη χρήση τεχνολογικά εξελιγμένων οχημάτων, που θα ακολουθούν συστηματοποιημένες τεχνολογικές διαδικασίες πτήσης.</strong></p>
<p>Ο στόχος του παραπάνω αναφερόμενου τεχνολογικού challenge εντοπίζεται στη δοκιμή των τεχνολογικών δυνατοτήτων και της ετοιμότητας των μη επανδρωμένων εναέριων οχημάτων και συστημάτων, τα οποία μπορούν να επιφέρουν μία τεχνολογική επανάσταση στην εναέρια κινητικότητα των πτήσεων γύρω από πυκνοκατοικημένα αστικά κέντρα. Όταν καταστεί πλήρως λειτουργική η UAM θα παρέχει ένα ασφαλές και αποτελεσματικά λειτουργικό σύστημα διακίνησης επιβατών και μεταφοράς αγαθών-εμπορευμάτων με τη χρήση του (ενοποιημένου) εναέριου χώρου. Οι προσφερόμενες υπηρεσίες των συστημάτων της νέας μη επανδρωμένης αεροπορίας των drones θα περιλαμβάνουν από τη διανομή πακέτων μέσα σε πυκνό περιβάλλον αστικού τύπου, τις υπηρεσίες αεροταξί και ταχείας αεροδιακομιδής ασθενών και τραυματιών μέχρι την οργάνωση και αποστολή μεταφορικών φορτίων σε περιοχές και κοινότητες που σήμερα υπό-εξυπηρετούνται από το υπάρχον δίκτυο αεροπορικών υπηρεσιών των επανδρωμένων εμπορικών πτήσεων.</p>
<p><strong>Έτσι, ο αναφερόμενος τεχνολογικός διαγωνισμός της </strong><strong>NASA</strong><strong> και οι σχετικές συμφωνίες που υπογράφονται έχουν ως στόχο να φέρουν μαζί τις εταιρίες που δραστηριοποιούνται για την ανάπτυξη ή τη λειτουργία εναέριων οχημάτων ή συστημάτων αποτελεσματικής διαχείρισης εναέριου χώρου, εντός ενός τεχνολογικού οικοσυστήματος </strong><strong>UAM</strong><strong>, που θα λειτουργεί λαμβάνοντας υπόψη όλες τις παραμέτρους ασφάλειας, τόσο για την αεροπορία των </strong><strong>drones</strong><strong>, όσο για την προσφορά των υπηρεσιών σε διάφορα επίπεδα, όπως και για τους ανθρώπους που θα έχουν τις καθημερινές δραστηριότητες τους, εντός του αστικού, ημιαστικού ή αγροτικού περιβάλλοντος στο οποίο δραστηριοποιούνται.</strong></p>
<p>«Με το βήμα αυτό, συνεχίζουμε να βάζουμε μαζί τα κομμάτια του παζλ και ελπίζουμε ότι σύντομα θα καταστήσουμε πραγματικότητα –το εδώ και καιρό- αναμενόμενο όραμα των μικρότερων επανδρωμένων και μη επανδρωμένων εναέριων οχημάτων που θα προσφέρουν μία σειρά από υπηρεσίες γύρω από τις πόλεις, αλλά και σε αγροτικές περιοχές» δηλώνει ο Ρόμπερτ Πιρς, βοηθός διευθυντής της NASA για ζητήματα αεροναυτικής (<a href="https://www.nasa.gov/press-release/nasa-s-urban-air-mobility-grand-challenge-advances-with-agreement-signings">https://www.nasa.gov/press-release/nasa-s-urban-air-mobility-grand-challenge-advances-with-agreement-signings</a>).</p>
<p>Παράλληλα, με τη συνεργασία των εταιριών που λαμβάνουν μέρος στην οργάνωση των αναδυόμενων συστημάτων αεροπορικών μεταφορών και λοιπών υπηρεσιών, οι τεχνολογικές προκλήσεις της NASA στοχεύουν στην προστασία του κοινού, μέσω του καθορισμού των απαραίτητων προδιαγραφών για τις πτήσεις UAM, αλλά και της τελειοποίησης των καλύτερων πρακτικών για την κατάρτιση κανονισμών από την Ομοσπονδιακή Υπηρεσία Πολιτικής Αεροπορίας των ΗΠΑ (FAA).</p>

<h3><strong>Χρονιά πρακτικών δοκιμών το 2022</strong></h3>
<p>Το πρώτο Grand Challenge της NASA προγραμματίζεται να πραγματοποιηθεί μέσα στο 2022, μέσω δραστηριοτήτων που θα αποτελέσουν τη βάση για τη μείωση των κινδύνων. Βασικός άξονας της φάσης αυτής, είναι η δοκιμή των μη επανδρωμένων οχημάτων, αλλά και των συστημάτων διαχείρισης της εναέριας κυκλοφορίας σε πραγματικές συνθήκες, ώστε να εξαχθούν ρεαλιστικά συμπεράσματα για την απόδοσή τους σε πραγματικές συνθήκες. Παράλληλα, θα δοκιμαστεί η ετοιμότητα των πειραματικών υποδομών που έχει αναπτύξει η NASA με την ενσωμάτωση ψηφιακών συστημάτων και τη διαχείριση υπηρεσιών εναέριας τεχνολογίας που παρέχει η NASA.</p>
<p>Όπως έγινε γνωστό, οι ενδιαφερόμενες βιομηχανίες και τεχνολογικοί φορείς καταθέτουν προτάσεις που αναλύονται στους παρακάτω τομείς δραστηριότητας:</p>
<p><strong>α.-Ανάπτυξη Πτητικών Δοκιμών (</strong><strong>Developmental</strong> <strong>Flight</strong> <strong>Testing</strong><strong>): </strong>Οι βιομηχανικοί εταίροι θα παρέχουν ένα εναέριο όχημα, το οποίο θα έχει την ικανότητα πτήσης σε συνθήκες Grand Challenge Developmental Testing (GC-DT), μέσω της υλοποίησης σεναρίων πτήσεων σε περιβάλλον UAM, όπως αυτά έχουν σχεδιαστεί από την αρμόδια ομάδα της NASA.</p>
<p><strong>β.-Ανάπτυξη Προσομοίωσης Εναέριου Χώρου (</strong><strong>Developmental</strong> <strong>Airspace</strong> <strong>Simulation</strong><strong>): </strong>Οι βιομηχανικοί εταίροι θα δοκιμάσουν πρακτικά τα συστήματα διαχείρισης εναέριας κυκλοφορίας που έχουν αναπτύξει μέσω προσομοιώσεων πυκνής εναέριας κυκλοφορίας, σύμφωνα με τα σενάρια που έχουν σχεδιαστεί από τη NASA, επίσης σε συνθήκες GC-DT. Στο στάδιο αυτό, προβλέπεται να γίνει και επίδειξη τεχνολογικών δυνατοτήτων σεναρίων UAM σε ενοποιημένο λειτουργικό επίπεδο.</p>
<p><strong>γ.-Όχημα Ανταλλαγής Πληροφοριών (</strong><strong>Vehicle</strong> <strong>Provider</strong> <strong>Information</strong> <strong>Exchange</strong><strong>): </strong>Οι βιομηχανικοί εταίροι και η NASA θα ανταλλάξουν πληροφορίες που θα έχουν ως στόχο την προετοιμασία πτητικών δραστηριοτήτων στη διάρκεια του Grand Challenge, μέσω ενός πλαισίου με εύρος δοκιμαστικών δραστηριοτήτων που θα παρέχει η NASA ή θα έχει γίνει γενικότερα τεχνολογικά αποδεκτό την επόμενη χρονιά.</p>
<p>Τη διαχείριση του Grand Challenge έχει το πρόγραμμα <strong>Advanced Air Mobility (ΑΑΜ)</strong> της NASA. Πρόκειται για ένα νέο γραφείο που οργανώθηκε και λειτουργεί στη Διεύθυνση Ερευνών Αεροναυτικής (Aeronautics Research Mission Directorate) με βασική αποστολή το συντονισμό όλων των προγραμμάτων και δράσεων σχετικά με την UAM και την εφαρμογή της στις αναδυόμενες αεροπορικές αγορές.</p>
<h3><strong>Αναπτυγμένη Εναέρια Κινητικότητα</strong></h3>
<p><strong>Το πλαίσιο της Αναπτυγμένης Εναέριας Κινητικότητας </strong><strong>AAM</strong><strong> αποτελεί εξέλιξη της αρχικής προσέγγισης για την εναέρια κινητικότητα εντός αστικών περιοχών, με σαφή προσανατολισμό στις αναδυόμενες αεροπορικές αγορές, σε στόχο την ασφαλή μετακίνηση ανθρώπων, αλλά και τη μεταφορά αγαθών-εμπορευμάτων μεταξύ περιοχών που υπό-εξυπηρετούνταν ή δεν εξυπηρετούνταν καθόλου από τις πτήσεις των συμβατικών αεροπορικών εταιριών.</strong> Οι μη επανδρωμένες πτήσεις στο πλαίσιο της ΑΑΜ θα γίνονται προς τοπικούς, περιφερειακούς, διαπεριφερειακούς και αστικούς προορισμούς, με τη χρήση νέων αεροσκαφών επαναστατικής τεχνολογίας, ο σχεδιασμός, η ανάπτυξη και η παραγωγή των οποίων έγινε δυνατή υπό τις παρούσες τεχνολογικές εξελίξεις, αλλά και αυτές που θα δρομολογηθούν σε μεσοπρόθεσμο χρονικό διάστημα. Στην υλοποίηση του πλαισίου δράσης της ΑΑΜ έχει πρωταγωνιστικό ρόλο η NASA, ενώ θα υπάρξουν σημαντικά οφέλη τόσο για την αμερικανική βιομηχανία, όσο και για το δημόσιο συμφέρον των ΗΠΑ, στο επίπεδο εξυπηρέτησης της αμερικανικής οικονομίας και του εμπορίου.</p>
<h3><strong>Η ΑΑΜ αναλύεται:</strong></h3>
<p><strong>α.-Στην Εξερεύνηση της Εναέριας Κινητικότητας (</strong><strong>Air</strong> <strong>Traffic</strong> <strong>Management</strong> <strong>eXploration</strong><strong> –</strong><strong>ATM</strong><strong>&#8211;</strong><strong>X</strong><strong>):</strong> To αναφερόμενο πρόγραμμα θα μετασχηματίσει το σύστημα διαχείρισης της εναέριας κυκλοφορίας, προκειμένου να ενσωματώσει με ασφάλεια την αυξανόμενη ζήτηση για νέα εναέρια οχήματα και την εισαγωγή τους στον εναέριο χώρο, ώστε να εξυπηρετήσουν μία σειρά από πολυποίκιλες αποστολές. Παράλληλα, το ΑΤΜ-Χ επεξεργάζεται τεχνολογίες, που θα επιτρέψουν στα παραδοσιακά μεγάλα εμπορικά αεροσκάφη να πετούν σε περισσότερες διαδρομές πτήσεων που προτιμούν οι επιβάτες, επί τη βάσει μιας βελτιωμένης προγνωστικότητας που έχει ως αποτέλεσμα την εξοικονόμηση χρόνου και καυσίμων.</p>
<p><strong>Το ΑΤΜ-Χ βρίσκεται κατά την περίοδο αυτή, στη Φάση 1</strong> των στόχων της έρευνας του διερευνώντας σενάρια χρήσης του, που περιέχουν προκλήσεις π.χ. επιχειρησιακό περιβάλλον υψηλής πυκνότητας και συνωστισμού για εναέρια οχήματα, τα οποία απογειώνονται από πεδία κάθετης απογείωσης (vertiports) σε συνθήκες UAM. Στη φάση αυτή, γίνεται εντοπισμός των παραμέτρων για την καλύτερη απόδοση του συστήματος, αλλά και ιεράρχηση των σημαντικότερων τεχνολογικών προκλήσεων, οι οποίες θα πρέπει να επιλυθούν, ώστε να γίνει επιχειρησιακή ενσωμάτωση των ειδικών παραμέτρων χρήσης.</p>
<p><strong>Στη Φάση 2 της ανάπτυξης του,</strong> το ΑΤΜ-Χ θα αναζητήσει λύσεις σε αυτές τις τεχνολογικές προκλήσεις, μέσω της ανάπτυξης, των δοκιμών, αλλά και της μεταβίβασης σημαντικών αρχών λειτουργίας και τεχνολογιών στους εμπλεκόμενους εντός της αεροπορικής κοινότητας. Στη φάση αυτή θα αναλυθούν ζητήματα που σχετίζονται με:</p>
<p><strong>*</strong> Την προσέγγιση ενός συστήματος ανοιχτής αρχιτεκτονικής.</p>
<p><strong>*</strong> Την ενσωμάτωση των τεχνολογιών εναέριας κυκλοφορίας.</p>
<p><strong>*</strong> Την ευρεία χρήση δεδομένων του συστήματος.</p>
<p>* Τις εξελίξεις στη συνύπαρξη του ανθρώπινου παράγοντα με τις ιπτάμενες μηχανές νέου τύπου.</p>
<p><strong>*</strong> Την –σταδιακά- αυτόνομη λήψη αποφάσεων.</p>
<p>Ο κεντρικός στόχος εντοπίζεται στην αρχή, ότι οι παραπάνω τεχνολογίες παρέχουν συνολικά, μία ολοκληρωμένη κατάσταση επίγνωσης (Comprehensive Situational Awareness -CSA) σε έναν εναέριο χώρο με χαρακτηριστικά συνωστισμού και βελτιώνουν τη συντονισμένη λήψη αποφάσεων και ενδεχόμενες διαταραχές διαχείρισης, μέσω συμβουλευτικών γνωμοδοτήσεων.</p>
<p>Παράλληλα, το πρόγραμμα ΑΤΜ-Χ συνεργάζεται με την FAA προς την κεντρική κατεύθυνση της χρήσης νέων τεχνολογιών στις επενδύσεις εκσυγχρονισμού των υποδομών της, αξιοποιώντας επίσης, την παραγωγή γνώσης από τις τεχνολογικές επιδείξεις, αλλά και τα προγράμματα ασφάλειας συστημάτων στο πλαίσιο των πρωτοβουλιών της NASA.</p>
<p><strong>β.-Στην Επαναστατική Τεχνολογία Κάθετης Ανύψωσης (</strong><strong>Revolutionary</strong> <strong>Vertical</strong> <strong>Lift</strong> <strong>Technology</strong><strong> -RVLT): </strong>Τα εναέρια οχήματα κάθετης ανύψωσης προσφέρουν νέες δυνατότητες καθημερινής χρήσης, με τη μοναδική ικανότητά τους να απογειώνονται και να προσγειώνονται σε οποιοδήποτε σημείο, όπως επίσης και να αιωρούνται πάνω από αυτό, ενώ τα οχήματα των αναφερόμενων δυνατοτήτων και τεχνολογίας προωθούνται διαρκώς σε νέες χρήσεις, <strong>με τρόπους που ξεπερνούν το εύρος του σκεπτικού των παραδοσιακών χρήσεων των ελικοπτέρων.</strong></p>
<p>Το πρόγραμμα RVLT της NASA συνεργάζεται με την κυβέρνηση, τη βιομηχανία και τα πανεπιστήμια, με στόχο την ανάπτυξη σημαντικών τεχνολογιών που θα επιτρέψουν νέες επαναστατικές –τεχνολογικά- επιλογές αεροπορικών χρήσεων. Ιδιαίτερη έμφαση θα δοθεί στις τεχνολογικές επιλογές που σχετίζονται με την πρακτική εφαρμογή και διαχείριση του πλαισίου UAM, με χαρακτηριστικά παραδείγματα τα εναέρια οχήματα μεταφοράς αγαθών, εμπορευμάτων και φορτίων, αλλά και την προσφορά υπηρεσιών αεροταξί, από εναέρια οχήματα νέου τύπου και προηγμένων τεχνολογικών δυνατοτήτων. <strong>Οι νέες αυτές αγορές, εκτιμάται ότι θα αναπτυχθούν ραγδαία μέσα στα επόμενα χρόνια, με ουσιαστικά κριτήρια ανάπτυξης την ικανότητα της βιομηχανίας RVLT να αναπτύσσει και να πιστοποιεί καινοτόμες τεχνολογίες με χαμηλό λειτουργικό κόστος, αλλά και να καλύπτει απαιτητικές προδιαγραφές χαμηλού ακουστικού ίχνους εντός των αστικών κέντρων, κατευθύνοντας την ταχεία ανάπτυξη των αεροπορικών αγορών σε περιβάλλον </strong><strong>UAM</strong><strong>. Το πρόγραμμα RVLT επενδύει σε τεχνολογίες αιχμής και εργαλεία με στόχο:</strong></p>
<p><strong>*</strong>Την ικανότητα των σημερινών και μελλοντικών εναέριων οχημάτων RVLT να λειτουργούν με αξιοπιστία και ασφάλεια.</p>
<p>*Τη μείωση των περιβαλλοντολογικών συνεπειών, αλλά και του ηχητικού αποτυπώματος για τις πτήσεις και διάφορες λειτουργίες εντός αστικού περιβάλλοντος και σε περιοχές όπου υπάρχει συνωστισμός ανθρώπων.</p>
<p><strong>*</strong>Την αυξανόμενη πρόσβαση σε βιώσιμα και φιλικά προς το περιβάλλον μέσα μεταφοράς, αλλά και σε αντίστοιχες υπηρεσίες που παράγουν οικονομικό όφελος σε μία ευρεία κλίμακα.</p>
<p>Επί τη βάσει όλων των παραπάνω τεχνολογικών παραμέτρων και στόχων οι δράσεις του προγράμματος RVLT ξεφεύγουν από τις χρήσεις και τα δοκιμαστικά τεστ των παραδοσιακών ελικοπτέρων και επεκτείνονται σε καινοτόμες προσεγγίσεις εντός μιας ευρείας γκάμας μεγεθών και αποστολών υποστηρίζοντας το πλαίσιο της εναέριας κινητικότητας –νέου τύπου- σε αστικό περιβάλλον. Έτσι, οι διαστάσεις έρευνας του προγράμματος RVLT αναλύονται:</p>
<p>-Στα λειτουργικά οχήματα χαμηλού ακουστικού ίχνους.</p>
<p>-Στην ασφαλή προσβασιμότητα και την άνεση χρήσης.</p>
<p>-Στην εξομοίωση και τη δημιουργία προτύπων δοκιμών.</p>
<p><strong>γ.-Στην Ευρεία Ασφάλεια του Συστήματος (</strong><strong>System</strong><strong>&#8211;</strong><strong>Wide</strong> <strong>Safety</strong><strong> &#8211;</strong><strong>SWS</strong><strong>): </strong>Το πρόγραμμα SWS αναπτύσσει λύσεις που στηρίζονται σε δεδομένα καινοτομίας, ώστε να διασφαλιστεί η ασφαλής, ταχεία και επαναλαμβανόμενη πρόσβαση στο μεταρρυθμισμένο σύστημα εθνικού εναέριου χώρου.</p>
<p>Το SWS εκτιμά ότι η αεροδιαστημική βιομηχανία, αλλά και ο εκσυγχρονισμός των αεροσκαφών επηρεάζουν την ασφάλεια των πτήσεων, ενώ η ενοποιημένη προσέγγιση ασφάλειας χρησιμοποιεί τις τελευταίες τεχνολογικές εξελίξεις, προκειμένου να επιλύσει λειτουργικούς και σχεδιαστικούς κινδύνους. <strong>Το μέλλον μας στην αεροπορία θα είναι ψηφιακό και θα καθοδηγείται από την ανάλυση δεδομένων, μέσω της ανάπτυξης καινοτομικών λύσεων, που χρησιμοποιούν την εξέλιξη της τεχνολογίας για την αντιμετώπιση των κινδύνων.</strong></p>
<p>Το SWS εξασφαλίζει ότι η ασφάλεια των πτήσεων αποτελεί προτεραιότητα μέσω του ψηφιακού μετασχηματισμού με κεντρικό στόχο ότι η μελλοντική αεροπορία θα είναι ακόμη πιο ασφαλής από τη σημερινή. Κεντρικό σημείο ενδιαφέροντος, αποτελεί η ενσωμάτωση δεδομένων στο νέο ψηφιακό κόσμο, μέσω της ανάπτυξης κατάλληλου πλαισίου στρατηγικής, προκειμένου η αεροπορία να είναι περισσότερο ασφαλής.</p>
<p>Υπό τη λογική αυτή, το SWS αποτελεί τμήμα του γενικότερου προγράμματος Airspace Operations and Safety Program που τρέχει η Διεύθυνση Αεροναυτικής Έρευνας της NASA. Έτσι, η έρευνα που γίνεται εντός του SWS έχει κεντρικό ρόλο στον εντοπισμό και στην κατανόηση των συνεπειών στην ασφάλεια των πτήσεων, από τα μη επανδρωμένα επιτεύγματα της τεχνολογίας. Υποστηρίζοντας τον μετασχηματισμό του εναέριου χώρου, το SWS εντοπίζει τα μεγαλύτερα τεχνολογικά εμπόδια στην ασφάλεια των πτήσεων της μη επανδρωμένης ηλεκτρικής αεροπορίας ή της αεροπορίας του καύσιμου υδρογόνου, υπό το σημερινό σημείο των τεχνολογικών εξελίξεων.</p>
<p><strong>δ.-Στα Εργαλεία και τις Τεχνολογίες Μετασχηματισμού (Transformational Tools and Technologies -ΤΤΤ): </strong>Το πρόγραμμα αυτό αναπτύσσει εξελιγμένα εργαλεία υπολογιστών, αλλά εργαλεία ψηφιακού πειραματισμού με τις αντίστοιχες τεχνολογίες, που έχουν καθοριστικό ρόλο στην εκτίμηση των μελλοντικών επιδόσεων των μη επανδρωμένων αεροσκαφών στη διάρκεια της πτήσης. Στο πλαίσιο αυτό, αναπτύσσονται πρωτοποριακά εργαλεία για την απομόνωση πολύπλοκων αναταράξεων ροής του αέρα, τόσο γύρω από τα εναέρια οχήματα, όσο και εντός των συστημάτων πρόωσης τους.<strong> Ο πυρήνας του προγράμματος ΤΤΤ αναλύεται στη δημιουργία ψηφιακών εργαλείων υπολογιστών, αντίστοιχων μοντέλων, αλλά και επιστημονικής γνώσης για την υποστήριξης της ανάπτυξης των τυποποιημένων μοντέλων χρήσης της ηλεκτρικής αεροπορίας των μη επανδρωμένων εναέριων οχημάτων.</strong> Παράλληλα, διερευνάται η χρήση ελαφρών υλικών νέας τεχνολογίας, καινοτόμων τεχνικών ελέγχου, όπως και μεθόδων πειραματισμού.</p>

<h3><strong>UTM</strong><strong>: Αστικές πτήσεις χαμηλού ύψους</strong></h3>
<p>Η NASA επικεντρώνει σημαντικό μέρος της προσπάθειας της, στην ασφαλή ενσωμάτωση των drones εντός του εναέριου χώρου για πτήσεις χαμηλού ύψους, σε αρχικό τουλάχιστον στάδιο. Μία επίκαιρη ερώτηση στο σημείο αυτό, θα ήταν πως θα μοιάζει ο εναέριος χώρος των ΗΠΑ, αλλά και αρκετών οικονομικά αναπτυγμένων και αναπτυσσόμενων χωρών, σε δέκα χρόνια από σήμερα;</p>
<p>Κάθε λογής μη επανδρωμένα εναέρια οχήματα θα διανέμουν τρόφιμα, αγαθά και λοιπά είδη καθημερινής χρήσης στα σπίτια, θα πετούν πάνω από τους κήπους των αστικών κέντρων για αναψυχή, αλλά και πάνω από τα οδικά δίκτυα για την επιτήρηση της κίνησης και της ροής των αυτοκινήτων, ενώ η δραστηριότητα αυτή (ήδη) γίνεται από τις αρμόδιες υπηρεσίες, σε πολλές χώρες.</p>
<p>Τη φετινή χρονιά, περισσότερα από 873.000 μη επανδρωμένα εναέρια συστήματα αεροσκαφών γνωστά ως (Unmanned Aerial Systems –UAS) τα οποία συχνά αναφέρονται ως drones η μικρότερα (ΣΜΗΕΑ) για την ελληνική πργματικότητα, καθώς ο ήχος των ηλεκτρικών κινητήρων τους μοιάζει με το βουητό που κάνουν οι μέλισσες όταν πετούν, είχαν εγγραφεί στα ειδικά αρχεία πτήσεων, μόνο στις ΗΠΑ, ενώ ο αριθμός αυτός, αυξάνεται ταχύτατα. Έτσι, διατυπώνονται ερωτήσεις για το πόσο μεγάλη θα είναι η αλλαγή που θα γίνει στον εναέριο χώρο και πως αυτή η αλλαγή θα επηρεάσει τη ζωή μας, αλλά και τη συνολική ασφάλεια των πτήσεων;</p>
<p>Το ερευνητικό κέντρο της NASA (Ames Research Center) στην Καλιφόρνια (Silicon Valley) σχεδιάζει τη δημιουργία μιας ερευνητικής πλατφόρμας, η οποία θα βοηθήσει στη διαχείριση των πτήσεων μεγάλου αριθμού drones που θα πετούν σε χαμηλά ύψη, μαζί με άλλους χρήστες του εναέριου χώρου. Η πλατφόρμα αυτή, είναι γνωστή ως σύστημα διαχείρισης (<strong>UAS Traffic Management &#8211;</strong><strong>UTM</strong><strong>)</strong> <strong>με στόχο την οργάνωση ενός ευρύτερου συστήματος διαχείρισης εναέριας κυκλοφορίας που θα μπορεί να ενσωματώσει τα </strong><strong>drones</strong><strong> με ασφάλεια, αλλά και λειτουργικότητα στην εναέρια κυκλοφορία, καθώς αυτά ήδη πετούν σε χαμηλά ύψη.</strong></p>
<p>Υπό τη λογική αυτή, τα drones που θα χρησιμοποιούνται για τη μεταφορά πακέτων, αλλά και για τις πτήσεις αναψυχής των χρηστών τους δε θα εμπλέκονται στα επιχειρησιακά ύψη των πτήσεων που χρησιμοποιούνται και θα χρησιμοποιούνται από ελικόπτερα, αεροσκάφη ή σε περιοχές που βρίσκονται κοντά σε αεροδρόμια, ενώ θα υπάρχουν δικλίδες ασφαλούς ύψους πτήσης και για drones ειδικών αποστολών που χρησιμοποιούνται π.χ. στις επιχειρήσεις διάσωσης ανθρώπων.</p>
<p>Το UTM είναι λίγο διαφορετικό από το σύστημα διαχείρισης εναέριας κυκλοφορίας που χρησιμοποιεί σήμερα η FAA για τις πτήσεις των αεροσκαφών γενικής και εμπορικής χρήσης σήμερα. <strong>Ο πυρήνας του συστήματος αναλύεται στην εκατέρωθεν ψηφιακή ενημέρωση του κάθε χρήστη εναέριου χώρου για τις λεπτομέρειες του σχεδίου πτήσης ενός χρήστη</strong>. Ο κάθε χρήστης θα έχει τον ίδιο βαθμό επίγνωσης της κατάστασης (situational awareness) στον εναέριο χώρο, σε αντίθεση με τη σημερινή κατάσταση. Το UTM αναπτύσσεται εδώ και χρόνια, συνεχίζοντας τη μακρόχρονη σχέση της NASA με την FAA.</p>
<p>Στο πλαίσιο της συνεργασίας το ερευνητικό κέντρο Ames παρέχει στοιχεία έρευνας, ανάπτυξης και δοκιμών στην FAA, ενώ τα δεδομένα αυτά θα χρησιμοποιηθούν σε πρακτικό ρεαλιστικό χρόνο. Στο αναφερόμενο πρόγραμμα λαμβάνει μέρος η NASA, μαζί με 100 άλλους συνεργάτες της από διάφορες βιομηχανίες, την ακαδημαϊκή κοινότητα, αλλά και υπηρεσίες της ομοσπονδιακής κυβέρνησης που έχουν δεσμευτεί για τη διεξαγωγή έρευνας και ανάπτυξης της πειραματικής πλατφόρμας του σύνθετου εναέριου χώρου, που θα ενσωματώνει τις πτήσεις της αεροπορίας των drones, αλλά και τις πτήσεις των συμβατικών αεροσκαφών γενικής και εμπορικής χρήσης.</p>
<h3><strong>Το </strong><strong>UTM</strong><strong> σχεδιάζεται και αναπτύσσεται σε τέσσερις φάσεις:</strong></h3>
<p><strong> &#8211;</strong><strong>H</strong><strong> πρώτη φάση (TCL1)</strong> έχει ολοκληρωθεί από τον Αύγουστο του 2015 (χρήσεις drones σε διάφορες δραστηριότητες και ενσωμάτωση διαφορετικών τεχνολογιών).</p>
<p><strong>-Η δεύτερη φάση (TCL2)</strong> έχει ολοκληρωθεί τον Οκτώβριο του 2016 (πτήσεις drones σε απομακρυσμένες περιοχές, πέραν του οπτικού πεδίου του χειριστή, με δοκιμές τεχνολογικών συστημάτων ασφαλούς διαχείρισης εναέριας κυκλοφορίας για αποστολές έρευνας και διάσωσης).</p>
<p><strong>-Η τρίτη φάση (TCL3)</strong> πραγματοποιήθηκε στη διάρκεια της άνοιξης του 2018 (δοκιμή τεχνολογιών ασφαλούς διαχωρισμού πτήσης των drones, μέσω του εντοπισμού και της αποφυγής άλλων drones πάνω από κατοικημένες περιοχές).</p>
<p><strong>-Η τέταρτη φάση (TCL4)</strong> πραγματοποιήθηκε από τον Μάιο μέχρι τον Αύγουστο του 2019, με το τελικό στάδιο να αναλύεται στην ενσωμάτωση των drones για πτήσεις πάνω από αστικές περιοχές. Το αστικό περιβάλλον, πέρα από τον πληθυσμό έχει τις δικές του προκλήσεις που αναλύονται στην αποφυγή εμποδίων, στις ειδικές συνθήκες μικροκλίματος και ανέμου, στη μειωμένη ορατότητα, στη μειωμένη ικανότητα επικοινωνίας μέσω της χρήσης ραδιοκυμάτων, αλλά και στο μικρό αριθμό κατάλληλων χώρων ασφαλούς προσγείωσης.</p>
<p>Στη φάση αυτή, δοκιμάστηκε πρακτικά το σύστημα UTM με τη χρήση τεχνολογιών, οι οποίες ενσωματώθηκαν τόσο στα drones, όσο και στο έδαφος (π.χ. σχετικά με την ενσωμάτωση των τοπικών καιρικών προγνώσεων στο σχεδιασμό πτήσεων, τη χρήση δικτύων κινητής τηλεφωνίας  για την ενίσχυσης του επιπέδου της επικοινωνίας μεταξύ των drones για τη διευκόλυνση της κυκλοφορίας τους στον εναέριο χώρο, τη χρήση συστημάτων με κάμερες, αλλά και ραντάρ, ώστε να διασφαλίζεται η πραγματοποίηση ασφαλών ελιγμών πτήσης από τα drones, σε περιβάλλον όπου υπάρχουν κτίρια.</p>
<p><strong>Αναφορικά με την τεχνολογική και οργανωτική πολυπλοκότητα του εγχειρήματος, η </strong><strong>NASA</strong><strong> δηλώνει ότι η ομάδα ανάπτυξης του </strong><strong>UTM</strong><strong> εφηύρε έναν νέο τρόπο για τη διαχείριση του εναέριου χώρου, με κύριο χαρακτηριστικό την πολύπλευρη συμμετοχή από τις κυβερνητικές υπηρεσίες, μέχρι την εμπορική βιομηχανία, με τελικό αποτέλεσμα την καινοτόμα προσφορά υπηρεσιών. Το πρόγραμμα ολοκληρώθηκε επίσημα τον Μάιο του 2021, με την επέκταση της έρευνας και σε άλλους τομείς, όπως, η διαχείριση του εναέριου χώρου σε αστικά περιβάλλοντα για την προσφορά υπηρεσιών από ιπτάμενα ταξί, αλλά και η χρήση μπαλονιών σε πολύ μεγάλα ύψη, καθώς η διαχείριση των πτήσεων σήμερα, γίνεται με τον παραδοσιακό τρόπο διαχείρισης της εναέριας κυκλοφορίας.</strong></p>

<h3><strong>Πρακτική καινοτομία υλικών: </strong><strong>Aerogel</strong></h3>
<p>Οι ερευνητές της NASA έχουν αποδείξει πειραματικά τη χρήση ενός υλικού που είναι γνωστό ως aerogel και το οποίο μπορεί να παραχθεί για τη δημιουργία ευέλικτων και μικρού βάρους κεραιών που θα μπορούν να χρησιμοποιηθούν σε μελλοντικά αεροσκάφη, όπως τα ηλεκτροκίνητα drones για τη μεταφορά εμπορευμάτων ή από αεροταξί, τα οποία θα μεταφέρουν επιβάτες. Η χρήση του αναφερόμενου υλικού επιλύει ένα ουσιαστικό πρόβλημα που αντιμετωπίζουν τα μικρότερα αεροσκάφη σχετικά με τη χρήση ραδιοεπικοινωνιών που στηρίζονται σε δορυφόρους και οι οποίες απαιτούν συνήθως τη χρήση συστημάτων τύπου δορυφορικού πιάτου, τα οποία έχουν μεγάλο βάρος ή μπορούν να επηρεάσουν την ομαλή ροή του αέρα, προκαλώντας οπισθέλκουσα, η αντιμετώπιση της οποίας απαιτεί την κατανάλωση μεγαλύτερης ποσότητας ενέργειας.</p>
<p>Η έρευνα που έχει γίνει κατά την τελευταία πενταετία έχει αποδείξει ότι το aerogel που αποτελείται κυρίως από αέρα, ενώ μπορεί να παραχθεί σε τέτοιο πάχος που να είναι ικανό να αποτελέσει τη βάση μιας λειτουργικής κεραίας, με υψηλό βαθμό προσαρμοστικότητας στην άτρακτο, ενώ εξαιτίας της εύκαμπτης μορφής του, μπορεί να προσαρμοστεί σε κάθε σχήμα ατράκτου. Το πάχος του αναφερόμενου υλικού που μπορεί να λειτουργήσει ως υπόστρωμα κεραίας επικοινωνίας μπορεί να ξεπεράσει τα δύο χιλιοστά με ακτίνα 25,4 χιλιοστών.</p>
<p>Η μελέτη της χρήσης νέων υλικών γίνεται στο πλαίσιο του προγράμματος (Convergent Aeronautics Solution –CAS) με στόχο τη χρήση καινοτομικών τεχνολογιών και υλικών σε αεροπορικές εφαρμογές.</p>
<h3><strong>Ηλεκτροκίνηση και υδρογόνο</strong></h3>
<p>Όπως δείχνουν οι εξελίξεις η ενσωμάτωση της ηλεκτρικής αεροπορίας των drones στη διαχείριση του εναέριου χώρου με το επίκεντρο του ενδιαφέροντος στην ασφάλεια των πτήσεων, αποτελεί την κεντρική πρόκληση των εξελίξεων μέσω της ανάπτυξης του κατάλληλου τεχνολογικού πλαισίου, της απαραίτητης τεχνογνωσίας, της δομής διαχωρισμού και οργάνωσης του νέου εναέριου χώρου, αλλά και της απαραίτητης διάχυσης της τεχνολογίας προς όλους τους ενδιαφερόμενους, χρήστες, επιχειρήσεις, χειριστές, αλλά και το καταναλωτικό κοινό ως αποδέκτη των υπηρεσιών. <strong>Το κεντρικό χαρακτηριστικό των εξελίξεων εντοπίζεται στην ηλεκτροκίνηση, η οποία φαίνεται ότι μαζί με το καύσιμο υδρογόνο θα αποτελέσει το τέταρτο στάδιο τεχνολογικής εξέλιξης για τον τομέα της αεροπορίας (ανεμοπορία, μηχανές εσωτερικής καύσης, κινητήρες τζετ, ηλεκτροκίνηση).</strong></p>
<p>Στον τεχνολογικό ορίζοντα των επόμενων πέντε ή δέκα χρόνων, οι εξελίξεις στον τομέα των drones καθοδηγούνται από την ηλεκτροκίνηση, αλλά και το καύσιμο υδρογόνου, συμβαδίζοντας με τις εξελίξεις στους υπόλοιπους τομείς της βιομηχανικής δραστηριότητας, με σημείο αιχμής την αντικατάσταση της καύσης των συμβατικών ορυκτών καυσίμων, από την πράσινη παραγωγή ηλεκτρικής ενέργειας, που οδηγεί στη μηδενική εκπομπή βλαβερών ρύπων.</p>
<p>Η παραπάνω ανάλυση παρουσιάζει τις οργανωτικές και τεχνολογικές εξελίξεις στις ΗΠΑ, ενώ παράλληλα αναδιοργανώνεται το θεσμικό-νομοθετικό πλαίσιο, ενώ ακολουθεί η Ευρώπη.</p>
<h3><strong>Προώθηση σημαντικής νομοθεσίας</strong></h3>
<p>Στις 30 Ιουλίου, έγινε γνωστό ότι η Επιτροπή για τις Μεταφορές και τις Υποδομές στη Βουλή των Αντιπροσώπων ενέκρινε ομόφωνα το νομοσχέδιο για την ΑAM (the Advanced Air Mobility Coordination and Leadership Act – H.R 1339) το οποίο προβλέπει τη σύσταση μιας κοινής επιτροπής συνεργασίας μεταξύ διαφορετικών αμερικανικών υπηρεσιών, η οποία θα συνεργαστεί πιο αποτελεσματικά και θα συντονιστεί με τη βιομηχανία στον τομέα της UAM, με έμφαση στην αναβαθμισμένη εναέρια αστική κινητικότητα (AAM). «Είναι ενθαρρυντικό να βλέπουμε το νομοσχέδιο της ΑΑΜ να προωθείται μέσω της κοινοβουλευτικής διαδικασίας. Χαιρετίζουμε την Επιτροπή Μεταφορών και Υποδομών της Βουλής των Αντιπροσώπων για την έγκριση αυτής της σημαντικής νομοθεσίας και είμαστε ευγνώμονες στους βουλευτές Sharice Davids (Δημοκρατικό Κόμμα) και Garret Graves (Ρεπουμπλικανικό Κόμμα) για τον ηγετικό ρόλο που είχαν στην προώθηση του νομοσχεδίου» δήλωσε ο Pete Bunce εκτελεστικός διευθυντής της αρμόδιας ένωσης κατασκευαστών General Aviation Manufacturers Association (GAMA).</p>
<p>Το αναφερόμενο νομοσχέδιο «βοηθάει να διασφαλιστεί ότι η βιομηχανία και η ομοσπονδιακή κυβέρνηση συντονίζονται πρακτικά, καθώς ο τομέας ΑΑΜ συνεχίζει το μεταρρυθμιστικό έργο του για την εισαγωγή ηλεκτρικών αεροσκαφών στο σύστημα του εθνικού εναέριου χώρου. Αυτό θα είναι σημαντικό για αυτόν το νέο και καινοτόμο τομέα της αεροπορίας, καθώς εξυπηρετεί επιπρόσθετες επιλογές μετακίνησης και μεταφορών, ενώ δημιουργεί θέσεις εργασίας και οικονομική δραστηριότητα, προωθεί την περιβαλλοντολογική βιωσιμότητα και τις νέες τεχνολογίες, ενώ υποστηρίζει την προετοιμασία μας για την αντιμετώπιση εκτάκτων αναγκών, αλλά και την ανταγωνιστικότητά μας» ανέφερε σχετική ανακοίνωση της GAMA.</p>
<p>Ειδικότερα, η κοινή ομάδα εργασίας θα έχει ως αποστολή την επανεξέταση και την κατάθεση συστάσεων για το ρόλο των ομοσπονδιακών υπηρεσιών στον τομέα της ΑΜΜ, πέραν του αρχικού σταδίου πιστοποίησης των αεροσκαφών και του επιχειρησιακού σκέλους του κλάδου. Παράλληλα, η επιτροπή θα εξετάζει ζητήματα που σχετίζονται με την οικονομική δυναμική του χώρου, τις ευκαιρίες δημιουργίας θέσεων εργασίας, τους ενδεχόμενους φυσικούς κινδύνους, αλλά και τους κινδύνους κυβερνοασφάλειας και τις τακτικές για τη μείωσή τους, όπως και την ανάπτυξη των απαραίτητων υποδομών.</p>
